Whitby is a good example of why the registered office question comes up early in Durham. Many businesses here serve clients spread across Toronto, Durham and the eastern 401 corridor, and owners often assume they need a Toronto address to look credible. They do not. An Ontario corporation registered to a Whitby address carries exactly the same standing. Whitby is also the only municipality in our licensing research that publishes a violation fee as an ordinary line item, charging $545.00 for operating a refreshment vehicle without a licence, which is almost exactly twice what the licence itself costs.
Nearby municipalities (Oshawa, Ajax, Pickering, Brooklin, Clarington) all fall under the same Ontario Business Corporations Act. A single Ontario corporation covers your operations throughout the province with no additional municipal registrations.
Whitby licenses 2 of the business types we have researched. A food truck licence is called a Refreshment Vehicle licence under the city's own by-law, and costs $273 in the first year. That is separate from incorporating, and the city will want proof your business is registered before it issues anything.
| Business type | What the by-law calls it | First year |
|---|---|---|
| Food truck licence | Refreshment Vehicle licence | $273 |
| Taxi and rideshare driver licence | Taxicab Driver licence | $83 |

Does a Whitby address look less credible to clients than a Toronto one?
It carries the same legal standing, which is what matters to banks, insurers and procurement departments. An Ontario corporation is an Ontario corporation regardless of which municipality the registered office sits in, and your Certificate of Incorporation does not rank addresses. If a specific client genuinely requires a presence somewhere else, that is a commercial question rather than a corporate one.
I am moving my business from Oshawa to Whitby. Do I need to refile?
No. Moving within Ontario does not require a new corporation. You do need to keep your registered office address current with the Ontario Business Registry, because service of legal documents depends on it, and an out of date address is the kind of administrative gap that becomes expensive at exactly the wrong moment.
Do I need a Whitby business licence as well as incorporating?
They are two different things and incorporating does not replace the licence. Incorporating is a provincial filing that creates the company. A municipal licence is Whitby's permission to carry on a specific activity inside the city, and it is issued under the city's own by-law. Of the business types we have researched, Whitby licenses food truck licence and taxi and rideshare driver licence. The city will normally want proof the business is registered before it issues a licence, so the order runs registration first and licence second.
